Africa gets $10m boost for agricultural entrepreneurs - AfricaNews.com

A US$10 million grant to support the development of Africa-based innovations to boost African agricultural growth has been announced by the Swedish International Development Cooperation Agency (Sida) and of the Alliance for a Green Revolution in Africa (AGRA). Sida Representative, Henrik Riby and AGRA President, Mrs. Jane Karuku formalized the agreement this week in a signing ceremony at the African Green Revolution Forum in Arusha.

The grant is awarded by Sida as part of its program area focused on inclusive business and pro-poor economic growth, with investments that must significantly contribute to poverty reduction and rural development.

?We know that a more effective and professional agriculture sector can make a real difference for millions of people living in poverty in sub-Saharan Africa?, said Henrik Riby. ?By sharing the financial risks of private investments in agribusiness, we hope to encourage new sustainable ways of raising rural incomes.?

The grant will be directly channeled to the African Agribusiness Window of African Enterprise Challenge Fund (AECF), a fund hosted by AGRA. It will enable Africa-based entrepreneurs to submit new and innovative business solutions to accelerate the development of the agricultural sector in Africa.

The grant is expected to benefit at least an additional 300,000 people with extra income, employment, market access and transfer of know-how.

Between 10-12 winners will be selected and provided with funding to develop their ideas into practical projects that are both commercially viable and will have a broad developmental impact on the rural poor. The projects will have a significant focus on the empowerment of women and environmental sustainability.

?The African Enterprise Challenge Fund is an important contributor to AGRA?s goals and strategy, and its impact will be enhanced with this grant from the Swedish International Development Cooperation Agency,? said Jane Karuku. ?These projects benefit millions of Africa?s rural poor in very practical ways such as jobs, increased income, knowledge transfer and market access.?

The AECF invites private sector companies to compete for investment support for their new and innovative business ideas in agri-business, rural financial services and renewable energy & adaptation to climate change.

    (AP) ? Images of angry mobs in Arab cities burning American flags and attacking U.S. diplomatic posts suggest the Muslim world is no less enraged at the United States than when President George W. Bush had to duck shoes hurled at him in Baghdad.

    But more than three years after President Barack Obama declared in Cairo that he would seek "a new beginning" in U.S.-Muslim relations, a closer look reveals strides as well as setbacks.

    One U.S.-led war is over and another is receding, although there are questions about whether America has made lasting gains in Afghanistan. The Arab Spring revolution, a spontaneous combustion that happened independent of Western influence, has given people new power and hope as well as democratic elections the U.S. supports.

    But peace between Israel and the Palestinians is nowhere in sight, Iran is seen as a menace and broad mistrust with America is still deep and explosive across much of the Muslim world.

    As nations across North Africa and the Middle East move chaotically toward democracy, they and Washington have settled into a wary, redefined relationship. Obama is not ready to call Mohammad Morsi, the popularly elected Egyptian president, an ally, and the democratically elected Iraqi president, Nouri al-Maliki, has dismissed U.S. demands that he stop Iran from using Iraqi airspace to fly weapons to Syria for use against anti-government rebels.

    Such is the complicated progress report that Obama carries toward the United Nations General Assembly next week, his final moment on a world stage before the U.S. election on Nov. 6. For that election, Pew Research Center polling shows Obama has a clear edge over Republican Mitt Romney in handling foreign policy in general and problems in the Middle East specifically.

    Across the world his standing remains markedly lower in predominantly Muslim nations. However, Leila Hilal, a Mideast expert at the New America Foundation, said Obama may have made more progress toward improving relations than critics say.

    "Obama inherited a very damaged U.S. credibility in the region," she said, and so it would be unrealistic to think that his "new beginning" would take hold fast.

    "There's only so much one president can do, given the history" of perceived insults by the U.S., she said. Those range all the way from the American invasion of Iraq to, more recently, the privately made anti-Islam video that ridicules the prophet Muhammad and triggered major protests across the Muslim world.

    The question of the Obama administration's relationship with that Muslim world came under new election-year scrutiny when four Americans, including Ambassador Chris Stevens, were killed in a Sept. 11 attack on the U.S. Consulate in Benghazi, Libya.

    Obama found himself eulogizing the dead, pledging that the work of U.S. diplomacy would go on undaunted ? and prodding his Muslim partners to accept responsibilities.

    "As they emerge into new forms of government, part of what they're going to have to do is to recognize that democracy is not just casting a ballot," Obama said this week. "It's respecting freedom of speech and tolerating people with different points of view."

    Obama's critics say he misunderstands the nature of the threat to moderation in the Mideast. Sen. John McCain, R-Ariz., said the White House is demonstrating this by overstating the role of the anti-Islam video in igniting the violence that killed Stevens in Benghazi.

    "It has nothing to do with videos. It has everything to do with Islamists trying to hijack these revolutions in places like Libya," McCain, Obama's 2008 challenger, said Wednesday. "And it shows the abysmal ignorance of this administration of what's really going on in the Middle East."

    Abdeslam Maghraoui, the director of undergraduate studies in Duke University's political science department, says the protests that have erupted in Egypt, Libya, Tunisia, Yemen and in other Arab countries had more to do with local conditions than with U.S. policies. "The current anti-American backlash in the region is the byproduct of genuine misunderstanding, real ignorance and political jockeying among Islamic groups," he said.

    Obama warned from the start that it would be a long slog.

    In his Cairo speech on June 4, 2009, Obama noted that it was a "time of tension" between the U.S. and Muslims around the world ? "tension rooted in historical forces that go beyond any current policy debate."

    At the time, Egyptians had not yet ousted their authoritarian leader, Hosni Mubarak, a decades-long U.S. ally, and popular rebellions had not yet sprung up across the region.

    "I have come here to seek a new beginning between the United States and Muslims around the world, one based upon mutual interest and mutual respect," Obama declared.

    Assessing such an enormous promise is hard to quantify.

    "It's vital to keep in mind that how Obama is perceived by the average person in Egypt or Iraq or Pakistan is not going to be the same as the way he's perceived by the diplomats or the opposition party," said Kecia Ali, an Islamic studies expert at Boston University. "To assume that there is a Muslim world view or a Middle Eastern view or even an Egyptian view of Obama makes no sense at all. There's not even an American view of Obama."

    Then how about actions and results?

    He has been unable to gather an agreed international response to Syria, where an Arab Spring revolt has devolved into a civil war that has killed 23,000 people, and the U.S. is unwilling to go it alone there. Without lethal aid from the West, the Syrian rebels have begun to accept arms and other assistance from more extreme factions, possibly including terror groups. That leaves open the possibility that if the rebels succeed in ousting President Bashar Assad, the country could be run by factions sympathetic to extremists.

    On other big issues that help define U.S.-Muslim relations ? Iran, the stalled Israeli-Palestinian peace talks and the Arab Spring ? the president has seen a combination of setback, stalemate and frustration.

    Iran stands out as perhaps the most clear-cut failure. Early in his presidency Obama offered an open hand to Iran's leaders, hoping to negotiate limits on their nuclear program. He said in June 2009 that the nuclear standoff had reached a "decisive point," and that what was at stake was preventing a nuclear arms race in the Mideast.

    But the Iranians gave him the cold shoulder, and after a series of inconclusive attempts at negotiations, they are thought to be progressing toward a nuclear weapons capability. As he nears the end of his term, Obama has little to show for his Iranian outreach beyond a strengthening of international sanctions and a chilled relationship with Israeli Prime Minister Benjamin Netanyahu. The Israeli has complained publicly about U.S. inaction and has given Romney a warm welcome in his country.

    Obama did, as promised, reduce the U.S. military's presence in Muslim countries by removing all troops from Iraq and beginning to wind down the war in Afghanistan. But relations with Pakistan are arguably worse.

    Obama priorities have been not just to mend relations with the broader Muslim world but also to sharpen the focus of U.S. policy toward defeating al-Qaida through the use of less blunt instruments of military power. And in joining NATO allies and the Arab League to get rid of Libyan strongman Moammar Gadhafi, Obama succeeded without committing U.S. ground troops. But there are limits to the power of a U.S. president to shape relations with Muslim nations, even longstanding allies.

    Steven A. Cook, a Mideast expert at the Council on Foreign Relations, says Washington has long tended to make political demands of Egypt and other Arab countries that they cannot reasonably be expected to meet.

    "Americans consistently fail to recognize," he recently wrote, "that Arabs have their own politics and have the ability to calculate their own interests independently of what Washington demands."

    Iraq denies airspace used by Iran to ship arms to Syria

    BAGHDAD (Reuters) - Iraq on Thursday denied a Western intelligence report which said Iranian aircraft had flown weapons and military personnel over Iraqi airspace to Syria to aid President Bashar al-Assad.

    The allegation, reported by Reuters on Wednesday, said arms transfers were organized by the Islamic Revolutionary Guard.

    Although charges that Iraq has allowed Iran to transfer arms to Syria are not new, the report says the extent of such shipments is far greater and more systematic than has been publicly acknowledged, thanks to an agreement between senior Iraqi and Iranian officials.

    "The official spokesman of the Iraqi government has denied that issue altogether. There is nothing like this happening," Lieutenant-General Hussein Kamal, Iraq's deputy interior minister for intelligence, told Reuters.

    The report also said Iran was sending trucks overland via Iraq to Syria.

    U.S. officials said earlier this month they were questioning Iraq about Iranian flights in Iraqi airspace. On Wednesday, U.S. Senator John Kerry threatened to review U.S. aid to Baghdad if it does not halt such overflights to Syria.

Nevertheless, 74 per cent of the connections ended up in the correct place, merely by allowing the cells to develop into their normal shape.

    The results suggest that much of the brain could be mapped without incorporating signalling chemicals. This is good news for neuroscientists struggling to map the brain's dizzying web of connections. "It would otherwise take decades to map each synapse in the brain," says Markram.

    The work could also help untangle the causes of conditions like schizophrenia that are thought to be caused by flaws in brain wiring. If Markram's work proves correct, malformed neurons that don't connect up properly could be a factor.

    GOP leaders seek vote to block welfare waivers

    (AP) ? Senior Republicans are pushing for votes in Congress to block the Obama administration from waiving some provisions of the nation's landmark welfare-to-work law.

    House Ways and Means Chairman Dave Camp of Michigan and Utah Sen. Orrin Hatch, ranking Republican on the Senate Finance Committee, said Tuesday they plan to use a special procedure to force a simple majority vote in the Senate, where most legislation requires 60 votes.

    A law called the Congressional Review Act allows lawmakers to overrule administration regulations, requiring only 51 votes in the Senate. The nonpartisan Government Accountability Office says the waiver plan is a regulation subject to the law, but the administration disputes that.

    The administration says it will not waive work requirements, only bureaucratic barriers keeping states from putting more welfare recipients to work.

    Motorola Droid Razr M (Verizon Wireless)


    Who said size doesn't matter? Clearly not Motorola. After giving us the shockingly thin Droid Razr?last year, we're now?getting a whole new lineup of Razrs, all in different sizes. The forthcoming Motorola Droid Razr HD and Razr Maxx HD?are in line with most current smartphones. That is, they're pretty darn big. Those 4.7-inch displays look great, but it can be difficult to use a phone that large with just one hand. That's where the Motorola Droid Razr M comes in.

    A less-pricey alternative to other top smartphones, the $99.99 Droid Razr M is every bit as powerful. And while it's packing a large 4.3-inch display, it does so using a form factor that's about the same size as an Apple iPhone 4S. Call me Goldilocks, but the size of this phone is just right. 4.3 inches is large enough to watch video and browse the Web to your heart's content, and the phone itself is small enough to use with one hand or store in your pocket comfortably. It doesn't unseat the Samsung Galaxy S III ?as our favorite smartphone on Verizon, but the Razr M offers a killer mix of good design, performance, and price for everyone out there that doesn't believe that bigger is always better.

    Size, Design, and Call Quality
    The Razr M looks like a newborn Razr. It's smaller in height and width, but it's still carrying a little bit of extra baby fat. It measures 4.82 by 2.40 by 0.33 inches (HWD) and weighs 4.44 ounces. For comparison, the iPhone 4S measures 4.5 by 2.31 by 0.37 inches (HWD) and weighs 4.9 ounces. The new Droid Razr HD, meanwhile, measures 5.19 by 2.67 by 0.33 inches (HWD) and weighs 5.15 ounces. That puts the Razr M at a very happy medium.

    My hands are about average size, and I find the Razr M to be very comfortable to hold. Better yet, I can hold the phone in one hand, and use my thumb to drag down the notifications bar, which is something I can't reach on a larger phone like the Galaxy S III. So if you have small hands or you're looking to save some space in your bag, the Razr M is definitely a phone to consider. Motorola achieves this size this by using an edge-to-edge display, which is the same technique rumored to be used by Apple's upcoming iPhone 5. When you look at the Razr M, it's practically all screen. There's some space for the camera up top and a bit of bezel at the bottom, and not a wasted centimeter anywhere else.

    In addition to being comfortable to hold, the Razr M is very well built. Motorola is using the same Kevlar back as before and the phone is protected by a water repellant-nanocoating (even the electrical boards inside), while the rest of the phone is aluminum. It comes in either white or black, and both models look sharp.

    The Razr M's 4.3-inch, 960-by-540-pixel Super AMOLED Advanced display is bright and super saturated. I'm not fond of the PenTile layout, which causes text and images to look fuzzy, but most people probably won't mind. There's a row of three onscreen buttons and I had no trouble typing on the software keyboard.

    The Razr M works on Verizon's 3G and LTE networks, and can roam across the globe on GSM. It also has 802.11a/b/g/n Wi-Fi, which worked fine on my WPA2-encrypted network.?Verizon's 4G LTE network is smoking fast, and received top honors in our tests earlier this year for the Fastest Mobile Networks. The Razr M has good reception and pulled in some excellent speed test numbers.

    Call quality is good. Voices sound rich in the phone's earpiece, but a little bit muddy. Transmissions are clear, with excellent noise cancellation. Calls sounded fine through a?Jawbone Era??Bluetooth headset and Motorola's voice command system worked well over Bluetooth. The speakerphone also sounds fine, and is loud enough to use outdoors in a relatively quiet environment. The nonremovable 2000mAh battery was good for an excellent 10 hours and 8 minutes of talk time. If you need a phone that lasts even longer, the upcoming Droid Razr Maxx HD has a 3300mAh battery that should be good for nearly an entire day of continuous talk time.

    Processor, Android, and Apps
    Motorola won't reveal who makes the 1.5GHz dual-core processor that powers the Razr M, but my guess is that it's a Qualcomm S4. That's because it performed almost identically to the Samsung Galaxy S III, which is also packing an S4. Gaming frame rates are actually higher on the Razr M, but that's because the lower-resolution display means it's pushing less pixels. However you choose to think about it, this phone is super fast. It's packing enough power to handle any game you throw at it, or any of the 500,000+ apps in the Google Play store.

    Shore seeks space as mortgages boom

    Fast-growing United Shore Financial Services LLC has signed a long-term lease for 100,000 square feet for a new headquarters in Troy and has an option for an additional 100,000 square feet to accommodate expansion. United Shore needs more space because it has more than tripled its loan volume since president and CEO Kip Kirkpatrick joined the company in March 2011. It?s on track for almost $7 billion in originations this year. It has doubled its employee total by hiring 400 since Kirkpatrick?s arrival and plans to hire another 400 over the next 12 months. The company, formerly Shore Mortgage Financial Services Inc., houses many of its employees in 25,000 square feet at 555 S. Adams Road in Birmingham, a former Farmer Jack grocery store Shore bought in 2003. Kirkpatrick?s office is there, with other management and some back-office functions across the street in a smaller office at 770 S. Adams Road. The company will combine those offices and the Shore Mortgage division ? which handles retail and internet operations at 825 Bowers St., around the block from the main office ? in the new headquarters at 1414 E. Maple Road. Current tenants there are Entertainment Publications LLC and the Art Institute of Michigan. The Capital Mortgage Funding division, which serves the upper end of the mortgage market and was sold by founder Harry Glanz to Shore in 2010, will retain its Southfield headquarters and its loan centers in Taylor and Farmington Hills. United Shore will occupy the vacant second and third floors of the five-story, 300,000-square-foot building. Kirkpatrick said the company hopes to start moving employees in by the end of the year. Kirkpatrick said he is in the final stages of negotiations for the build-out. Eric Banks of Birmingham-based Core Partners LLC is the broker. ?We?d been looking for a new site for about six months, and we were approached late in the game about this building,? said Kirkpatrick. Kirkpatrick was recruited from a career in private equity in Chicago to orchestrate Shore?s growth. At the time, it was doing about $1.8 billion in mortgage originations. That July, he told Crain?s he wanted to grow Shore?s business to at least $8 billion a year in three years, and he is on pace to hit that target well ahead of schedule. Kirkpatrick said the growth has been largely driven by the United Wholesale Mortgage division, headed by Mat Ishbia, the son of Shore founder Jeff Ishbia. United Shore changed its name from Shore Mortgage early this year to reflect that unit?s importance. ?We?re starting to become one of the big boys, which is fun,? said Kirkpatrick, whose company now ranks third in Southeast Michigan in mortgage originations. Last year, Detroit-based Quicken Loans Inc. was the area?s largest mortgage originator, with about $30 billion. Troy-based Flagstar Bancorp Inc. was No. 2, with $26.3 billion. Both should be up sharply this year. Ranked fourth is Ann Arbor-based Gold Star Mortgage Financial Group Corp., expecting to go from $1.2 billion last year to $1.6 billion this year. ?Quicken and Flagstar are the behemoths, and that?s who we?ve patterned ourselves after,? said Kirkpatrick. The rapid growth has given the company fodder for workplace humor; space is so tight at 555 South Adams that employees recently posted a humorous video on the firm?s internal website that purports to show off one of the company?s interim expansion options. A camera follows one employee down a flight of stairs to the storage room in the basement and then pans to a loan officer wedged between columns of cardboard boxes. He is sitting at an old toilet that is no longer connected to any pipes, sitting backward on the toilet, facing the tank, his laptop open on top. (See related story at right.) United Shore?s planned expansion follows a similar expansion by Flagstar. In January, it announced it had signed a lease for 95,000 square feet of space in the Troy Officentre complex along Big Beaver Road near Livernois, not far from the company?s headquarters on Corporate Drive near Crooks Road. That space became available when Bank of America exited the mortgage business. BOA had used the space to house mortgage servicing operations. Flagstar also houses its mortgage service operations and more than 500 employees there. ?We?re already about to run out of space in that building,? said Michael Tierney, president of Michigan operations for Flagstar. ?We?re trying to be thoughtful about how long this mortgage boom will last. Do we want to make another big move? We?re deciding that now. We may end up doing a short-term lease.? As with United Shore, the lion?s share of Flagstar?s growth has been in wholesale originations for other lenders, including banks, credit unions and mortgage companies, for buyers with good credit. Much of it is driven by refinancing deals stemming from record low interest rates. According to Origination News, an industry publication, United Wholesale Mortgage was the second-fastest-growing mortgage wholesaler in the first quarter this year, growing originations by 240 percent from the first quarter of 2011 to $663 million. Among companies of any size to speak of, United Wholesale was No. 1. The top company was a Tacoma, Wash., firm that grew from $2 million to $10 million. Flagstar ranked No. 10, growing 117 percent quarter over quarter to $2.9 billion. ?We?re off the charts this year, up 100 percent year over year,? said Tierney. In the first six months, Flagstar did about $23.7 million in originations. Tierney declined to give a projection for the year. ?I know Jeff Ishbia and have a lot of respect for him. He?s got a great business. They?re a strong competitor. There?s plenty of room in this marketplace for competitors. It?s not going to bother us at all to see them double their business,? said Tierney. ?Until the megabanks like Bank of America and Citigroup come back into the mortgage business ? and they will, eventually ? there will be a void for Flagstar and Shore to fill. There?s plenty of business for all of us,? he said. Paula Silver, vice president of communications at Quicken, said her company set a record with its $30 billion last year and will set another record this year, although she declined to provide a figure. Quicken had 5,201 employees to start the year and now has 8,156 nationwide. Tim Ross, president of Royal Oak-based Ross Mortgage Inc., said his company is also growing, adding 14 employees this year to total 163, and will go from $500 million in originations last year to $600 million this year. His company added small loan offices in Clarkston, Newaygo and Bay City in the first quarter this year, and added offices in Livonia and Grand Rapids in the second quarter. Last April, Kirkpatrick told Crain?s that eventually he wanted to add a range of financial services to his company?s offerings, including a retail banking operation. That would be an adoption of the model espoused locally by John Hantz of the Southfield-based Hantz Group Inc., which offers a wide range of financial services. In April 2010, the Hantz Group created a banking division when it bought Davison State Bank from the struggling Fentura Financial Inc. of Fenton. Since then, Hantz Bank has opened branches in Southfield, Clinton Township and Ann Arbor. Kirkpatrick said he still wants to expand United Shore into banking and other financial services, but that those plans have been put on hold. ?The opportunity in our core business has been so big, we haven?t focused on some of the other financial services opportunities,? he said.
