LEAD Pittsburgh is working to help college students manage stress

Your Jan. 28 story "High Levels of Stress at Carnegie Mellon Decried" and the insightful and heartbreaking column it was based on, written by Carnegie Mellon University senior Katie Chironis, have done great public service in putting the spotlight on the serious issue of students ill-prepared to deal with stress.

While it may be impossible to know all the factors that contributed to the tragic incident at the center of these stories -- a sophomore student's suicide -- we do know from student surveys and independent research that demands on students have increased while resources to help them manage stress or identify more serious problems have not.

Alarmed by numbers that suggest an epidemic-scale problem of depression generally in American society, Pittsburgh philanthropist Sheila Fine organized a group of community volunteers to form Leading Education and Awareness of Depression -- LEAD Pittsburgh. The mission is to develop practical, effective solutions to treat this pervasive behavioral health disorder.

Sobering statistics such as the 1,100-student suicide number reported in your article have prompted LEAD to focus on the college student population.

The result is a new program in the beginning stages of implementation: Student Curriculum on Resilience Education, or SCoRE, which is designed to provide college students with an online, privacy-secured program where they learn effective strategies for dealing with stress. The program is based on education and resiliency skills identified by college professionals, specifically for 18- to 25-year-old students.

Last year, nine colleges and universities launched SCoRE, www.scoreforcollege.org, through a Web-enabled, instructor-led process. This month, LEAD has released a self-paced version for use on college campuses. Students who have participated in early stage testing of the program have found it valuable in helping them become more self-reliant and confident in their ability to manage stress.

LEAD Pittsburgh and the seven Pittsburgh-based foundations that support it believe that one student succumbing to otherwise treatable conditions related to stress is one too many. We are committed to making our college population among the most educated and best-equipped groups in our society to deal effectively with mental health issues related to stress and depression.

HTC hosting events in NYC and London on Feb. 19 - 'M7' on the way?

Invites to HTC events on Feb. 19 have just arrived in our inbox -- one in London, another in New York City, both running concurrently from 10am EST (3pm GMT). Looks like that rumored "M7" handset could be on the way!

We're expecting HTC to show off its latest flagship device at the pre-Mobile World Congress event. Rumored to feature internal specs and design language similar to the Droid DNA, the "M7" will be HTC's first flagship smartphone of 2013. From what we've seen leak in recent weeks, it'll also pack a completely redesigned version of the company's "Sense" UI.

HTC will be hoping that by launching its new device a week before Mobile World Congress it'll be able to stand out from the crowd of smartphones and tablets that'll be announced at that show. The timing of the events also means it'll be able to show off it's new stuff to a wider audience just a week later, and ride a separate wave of publicity out of MWC.

Study Reveals That Economics Majors Are More Likely To Lie | www ...

When a friend sent me this paper the other day, I admit that I took a long hard look at myself and my economist friends. According to this study, economists, it seems, are worse than most when it comes to truth telling. This discovery was made by researchers Ra?l L?pez-P?rez and Eli Spiegelman, who wanted to examine whether certain characteristics (for instance religiosity or gender) made people averse to lying. They measured the preference for honesty by canceling out other motivations, such as altruism or fear of getting caught. The way they accomplished this was with a very simple experiment where a pair of participants acted as sender and receiver of information. The sender would sit alone in front of a screen that showed either a blue or green circle. He or she would then communicate the circle?s color to the receiver, who could not see the color or the sender. Senders received 15 Euros every time they indicated a green circle, and only 14 when they communicated that the circle was blue. Receivers earned an even 10 euros regardless of the color, and so were unaffected by either the truthfulness or dishonesty of the senders. So senders had four strategies: 1) Tell the truth when shown a green circle and get the maximum payment; 2) Lie when shown a green circle, choosing a lower payment; 3) Tell the truth when shown a blue circle and receive the lower payment; 4) Lie when shown a blue circle and gain an extra euro. All was well and good if senders saw a green circle, telling the truth earned them the maximum amount of cash (as you can imagine, option 2) was fairly unpopular). What if they saw blue though? Well, they had two options: tell the truth and lose a euro, or lie and get paid more. The experimenters reasoned that a lie-averse sender would always communicate the circle?s color accurately while senders motivated by maximizing profit would indicate green regardless. Participants, who were from a wide array of socio-economic and religious backgrounds, also came from a range of majors. Researchers grouped majors together into business and economics, humanities, and other (science, engineering, psych). ?The results showed little difference in honesty as a factor of socio-demographic characteristics or gender. A student?s major, however, was a different story. As it turned out, those in the humanities, who were the most honest of all, told the perfect truth a little over half the time. The broad group of ?other? was a bit less honest with around 40% straight shooters. And how about the business and economics group? They scraped the bottom with a 23% rate of honesty. Keep in mind that this was one study of one group of people; however, it does indicate that the study of economics makes people less likely to tell the truth for its own sake. And this holds water, economically speaking: 1 euro has clear and measurable value, it can be exchanged for a number of things. The benefit of telling the truth in this situation does not carry any financial value (which is not to say lying in finance is not costly?clearly it is). But rationalization, which we all take part in, may be easier for those who think in terms of opportunity cost and percent profit. This is not terribly surprising to me in the context of the greater history of economics, which has been characterized by the study of selfishness. The concept of the invisible hand (inherent in the notion of self-correcting markets) holds that people should act selfishly (maximizing their own profits) and that the market will combine all of their actions with an efficient outcome. While it?s true that markets can sometimes accommodate a range of behaviors without failing, if we continue to teach students the benefits and logicality of rational self-interest, what can we really expect? Google will lobby?Washington this?year?to make it harder for law enforcement authorities to gain access to emails and other digital messages.

In a blog post on Monday, linked to Data Privacy Day, Google's chief legal officer, David Drummond, said the tech giant, in coalition with many other powerful tech companies, will try to convince Congress to update a 1986 privacy protection law.

He cited data, shared last week, showing that government requests for Google's user data increased more than 70 percent since 2009.

In 2012, Google said, it received 16,407 requests for user data affecting 31,072 users or accounts, more than half of them accompanied by a subpoena.

"We're a law-abiding company, and we don't want our services to be used in harmful ways. But it's just as important that laws protect you against overly broad requests for your personal information," Drummond said in the post.

The U.S. Electronic Communications Privacy Act, passed in the early days of the Internet, does not require government investigators to have a search warrant when requesting access to old emails and messages that are stored online, providing less protection for them than, say, letters stored in a desk drawer or even messages saved on a computer's hard drive.

The current system also makes complex distinctions, many disputed in courts, between emails saved as drafts online, in transit, unopened or opened. Some of them are to be released with subpoenas, which have a lower threshold than search warrants as they often do not involve a judge.

A warrant is generally approved by a judge if investigators have "probable cause" to believe that their search is likely to turn up information related to a crime.

Google, Microsoft, Yahoo and popular social media site Twitter ? among others ? have resisted turning over customer data.

They have put in place policies, based on the constitutional protection from unreasonable searches, that require search warrants for access to content of private communications.

Privacy activists say the outdated law should be reformed to extend the constitutional right to privacy online, but legislation limiting government requests will not face an easy road.

Last year, Democratic Senator Patrick Leahy, who chairs the Senate Judiciary Committee, introduced a bill that would have updated the current law.

It triggered a wave of concerns from the police and FBI that new restrictions would impede crime investigations and possibly endanger victims.

"After three decades, it is essential that Congress update ECPA to ensure that this critical law keeps pace with new technologies and the way Americans use and store email today," Leahy said in a statement on Monday.

His privacy legislation died in Congress last year after his counterpart in the House of Representatives, House Judiciary Committee Chairman Bob Goodlatte, a Republican, drafted another version of that bill, which also tackled other issues but stripped out privacy reform language.

Last year, Goodlatte said he was willing to consider the privacy law reform, but that the timeline then was too short for a "thorough examination."

Leahy has now included the change of privacy laws as one of his top priorities this year.

MONDAY, Jan. 28 (HealthDay News) ? Children and teens who get migraine headaches suffer in multiple ways, missing school and fun time with friends while waiting for the debilitating pain to subside.

Now, two new broad reviews of pediatric migraine research point to a troubling conclusion: There is no clear evidence that drugs currently used to treat and prevent headaches among adults do anything much to help similarly afflicted children.

The finding stems from a pediatric migraine-treatment investigation conducted by the U.S. Food and Drug Administration (FDA) and a pediatric migraine-prevention study out of the Medical College of Wisconsin in Milwaukee. The results of both analyses are published online Jan. 28 in JAMA Pediatrics.

On the migraine prevention front, Wisconsin?s Dr. Jeffrey Jackson, a professor of medicine, and colleagues reviewed 21 previously conducted studies (dating up to mid-2012) that included male and female patients up to age 18.

Twenty of the studies had focused on ?episodic migraine,? which is when migraine occurs fewer than 15 times a month. Just one study involved ?chronic headaches,? occurring 15 or more times a month.

All of the studies had either compared two or more migraine medications or a single drug?s effectiveness in reducing headache frequency and severity against that of a dummy pill (placebo). The treatments included antiepileptic medications, antidepressants, antihistamines, calcium channel blockers, blood pressure control meds, and nonsteroidal anti-inflammatory drugs.

The review revealed that to a large degree inactive placebos, not prescription drugs, were widely effective in controlling headaches, reducing occurrence on average to fewer than three a month from upwards of nearly six a month.

The analysis suggested that only one antiepileptic drug (topiramate) and one antidepressant (trazodone) proved to be more effective than a sugar pill.

But the evidence supporting each of these drug?s effectiveness was ?limited,? and the team concluded there was generally insufficient data concerning pediatric migraine patients to draw firm conclusions.

?It?s very discouraging,? said Jackson. ?I was rather shocked to see, quite frankly, how few studies were done among children with headaches, and that the handful of studies we have suggest that the benefits of these drugs, if any, aren?t really big.?

Also disturbing is that ?these medicines are kind of nasty,? he added. ?Some cause dry mouth, or fatigue, or problems with concentrating. They?re not really medicines you would want your vibrant teen to be on if they?re not working.?

Migraine prevalence increases with age, from 3 percent of preschool children to 11 percent of elementary school kids and 23 percent of high school students, according to background information in the study.

For the pediatric migraine treatment analysis, Dr. William Rodriguez, a pediatrician in the FDA?s Office of Pediatric Therapeutics, and colleagues reviewed all relevant data submitted to the FDA between 1999 and 2011 regarding five drugs previously approved for adult migraine treatment. Those drugs included: sumatriptan succinate nasal spray, zolmitriptan, eletriptan hydrobromide, almotriptan malate and rizatriptan benzoate pills.

Seven reviewed studies had been conducted according to rigorous, randomized, placebo-controlled standards, and involved patients between 12 and 17 years old who had a history of migraines lasting at least four hours per incident. Most of the participants were white, and the studies included slightly more girls than boys overall.

As with the headache prevention study, the FDA review found that placebos were often effective in relieving pediatric headaches, with roughly 53 to 58 percent of sugar pill patients experiencing pain relief within two hours of treatment.

The authors concluded that the strength of the observed placebo effect made it difficult to gauge the effectiveness of prescription treatments. They also noted that no trial conducted between 1999 and 2003 showed any drug effectiveness among adolescents whatsoever.

The team suggested that study design changes might help clarify matters, perhaps by distinguishing between children who have short-lasting migraines and those with longer bouts, or between those who respond quickly to placebo and those who don?t.

?These studies clearly demonstrate why we cannot assume what works in adults will work in kids and why children need their own studies,? noted Rodriguez.

And while ?drug therapy appears to be effective in a certain subset of children with migraine,? Rodriguez stressed that ?many? children may not need any drug in order for a migraine to dissipate within a couple of hours.

Dr. Jennifer Bickel, a neurologist and board-certified headache specialist with Children?s Mercy Hospitals and Clinics in Kansas City, Mo., said these studies highlight a ?major lack of research? in pediatric headache.

?There?s not a single FDA-approved medicine specifically for the prevention of headaches in children or teens,? she said. ?Every medication we use to prevent headaches in children originally received approval for another indication.

?So these findings are not actually surprising,? added Bickel. ?It just means we need more research.?

Egypt protesters defy curfew after emergency rule imposed

ISMAILIA/CAIRO, Egypt (Reuters) - Thousands of Egyptian protesters ignored a curfew on Monday to take to the streets in cities along the Suez canal, defying a state of emergency imposed by Islamist President Mohamed Mursi to end days of violence that has killed at least 51 people.

One man was killed in violence late on Monday in Port Said and another was shot dead earlier in Cairo as a wave of violence raged on, unleashed last week on the eve of the two-year anniversary of the popular revolt that brought down autocrat Hosni Mubarak.

Political opponents spurned a call by Mursi for talks to try to end the violence, with main opposition groups refusing to attend a meeting.

Instead, huge crowds of protesters took to the streets in the capital Cairo, Alexandria and in the three Suez Canal cities - Port Said, Ismailia and Suez - where Mursi imposed emergency rule and a curfew on Sunday.

"Down, down with Mohamed Mursi! Down, down with the state of emergency!" crowds shouted in Ismailia in defiance of the curfew. In Cairo, flames lit up the night sky where protesters set police vehicles ablaze.

In Port Said, men attacked police stations after dark. A security source said some police and troops were injured. A medical source said one man was killed in clashes.

"The people want to bring down the regime," crowds chanted in Alexandria. "Leave means go, and don't say no!" they shouted.

The demonstrators accuse Mubarak's successor Mursi of betraying the revolution that brought down Mubarak. Mursi and his supporters accuse the protesters of seeking to overthrow the country's first ever democratically elected leader through undemocratic means.

Monday was the second anniversary of one of the bloodiest days in the revolution, which erupted on January 25, 2011 and ended Mubarak's iron rule 18 days later.

The past two years have seen the Islamists win two referendums, two parliamentary elections and a presidential vote. But that legitimacy has been challenged by an opposition that accuses Mursi of imposing a new form of authoritarianism, and punctuated by repeated waves of unrest that have prevented a return to stability in the most populous Arab state.

The army has already been deployed in Port Said and Suez and the government agreed a measure to let soldiers arrest civilians as part of the state of emergency.

A cabinet source told Reuters any trials would be in civilian courts, but the step is likely to anger protesters who accuse Mursi of using tactics like those used by Mubarak.

VOLLEYS OF TEARGAS

Propelled to the presidency in a June election by the Muslim Brotherhood, Mursi has lurched through a series of political crises and violent demonstrations while trying to shore up the economy and of prepare for a parliamentary election to cement the new democracy in a few months.

The instability unnerves Western capitals, where officials worry about the direction of a key regional player that has a peace deal with Israel. The United States condemned the deadly violence and called on Egyptian leaders to make clear violence is not acceptable. ID:nW1E8MD01C].

In Cairo on Monday, police fired volleys of teargas at stone-throwing protesters near Tahrir Square, cauldron of the anti-Mubarak uprising. Protesters stormed into the down town Semiramis Intercontinental hotel and burned two police vehicles.

A 46-year-old bystander was killed by a gunshot early on Monday, a security source said. It was not clear who fired.

"We want to bring down the regime and end the state that is run by the Muslim Brotherhood," said Ibrahim Eissa, a 26-year-old cook, protecting his face from teargas wafting towards him.

The political unrest has been exacerbated by street violence linked to death penalties imposed on soccer supporters convicted of involvement in stadium rioting in Port Said a year ago.

As part of emergency measures, a daily curfew will be imposed on the three canal cities from 9 p.m. (1900 GMT) to 6 a.m. (0400 GMT).

The president announced the measures on television on Sunday: "The protection of the nation is the responsibility of everyone. We will confront any threat to its security with force and firmness within the remit of the law," Mursi said.

His demeanor in the address infuriated his opponents, not least when he wagged a finger at the camera.

He offered condolences to families of victims. But his invitation to Islamist allies and their opponents to hold a national dialogue was spurned by the main opposition National Salvation Front coalition. Those who attended were mostly Mursi's supporters or sympathizers.

SENDING A MESSAGE

The Front rejected the offer of talks as "cosmetic and not substantive" and set conditions for any future meeting that have not been met in the past, such as forming a government of national unity. The group also demanded that Mursi declare himself responsible for the bloodshed.

"We will send a message to the Egyptian people and the president of the republic about what we think are the essentials for dialogue. If he agrees to them, we are ready for dialogue," opposition politician Mohamed ElBaradei told a news conference.

The opposition Front has distanced itself from the latest flare-ups but said Mursi should have acted far sooner to impose security measures that would have ended the violence.

"Of course we feel the president is missing the real problem on the ground, which is his own policies," Front spokesman Khaled Dawoud said after Mursi made his declaration.

Other activists said Mursi's measures to try to impose control on the turbulent streets could backfire.

"Martial law, state of emergency and army arrests of civilians are not a solution to the crisis," said Ahmed Maher of the April 6 movement that helped galvanize the 2011 uprising. "All this will do is further provoke the youth. The solution has to be a political one that addresses the roots of the problem."

Rights activists said Mursi's declaration was a backward step for Egypt, which was under emergency law for Mubarak's entire 30-year rule. His police used sweeping arrest provisions to muzzle dissent and round up opponents, including members of the Brotherhood and even Mursi himself.

Heba Morayef of Human Rights Watch in Cairo said the police, still hated by many Egyptians for their heavy-handed tactics under Mubarak, would once again have the right to arrest people "purely because they look suspicious", undermining efforts to create a more efficient and respected police force.

"It is a classic knee-jerk reaction to think the emergency law will help bring security," she said. "It gives so much discretion to the Ministry of Interior that it ends up causing more abuse, which in turn causes more anger."

Smart organizations should also be stupid, according to new theory

Jan. 28, 2013 ? Critical reflection and shrewdness can help companies to avoid crises, but sometimes good old-fashioned stupidity can serve an important function in raising the efficiency of an organisation, claims Mats Alvesson, Professor of Organisation Studies at the School of Economics and Management, Lund University, Sweden, in a new theory of 'functional stupidity' that has been published in the Journal of Management Studies.

"We see functional stupidity as the absence of critical reflection. It is a state of unity and consensus that makes employees in an organisation avoid questioning decisions, structures and visions," says Mats Alvesson. "Paradoxically, this sometimes helps to raise productivity in an organisation."

Together with colleague Andr? Spicer, Mats Alvesson has written an article entitled 'A Stupidity-Based Theory of Organisations', which was recently published in the Journal of Management Studies and has been featured in the Financial Times. In the article, he expounds the logic behind 'functional stupidity'.

"It is a double-edged sword. It is functional because it has some advantages and makes people concentrate enthusiastically on the task in hand. It is stupid because risks and problems may arise when people do not pose critical questions about what they and the organisation are doing."

The state is partly a consequence of a kind of 'stupidity management', which suppresses and marginalises doubt and blocks open communication within the organisation. The parallels with some companies' sudden financial crashes in recent years are clear.

"Short-term use of intellectual resources, consensus and an absence of disquieting questions about decisions and structures may oil the organisational machinery and contribute to harmony and increased productivity in a company. However, it may also be its downfall."

According to the researchers, some industries are more stupid than others. Organisations that make a virtue of their staff's wisdom and sell intangible services or branded products, such as parts of the mass media, the fashion industry and consultancy firms, are highlighted as being particularly disposed to develop functional stupidity.

"Functional stupidity is prominent in economies that are dominated by persuasion using images and symbolic manipulation. It is preferable that people have an enthusiastic belief in an activity which may not necessarily fulfil a need. New management may be required to manage the fine balance and possible pitfalls of functional stupidity," says Mats Alvesson.

yogaposeAsk anyone who meditates regularly and they will tell you they receive mental, physical and spiritual benefits. Medical doctors often recommend meditation to help reduce chronic pain, stress, high blood pressure and anxiety.

Science has yet to fully explain how meditation works, but we can clearly say it has to do with the connection between the mind and body. Psychology Today tells us, ?Maybe meditation isn?t so mysterious after all. Neuroscientists have found that meditators shift their brain activity to different areas of the cortex ? brain waves in the stress-prone right frontal cortex move to the calmer left frontal cortex. This mental shift decreases the negative effects of stress, mild depression and anxiety.?

Meditation is simply the act of putting your attention on a single area of focus for a period of time. Specific focus distinguishes it from daydreaming, musing or fantasy. The word meditation means the emptying of the mind of thoughts, or the concentration of the mind on one thing, in order to aid mental or spiritual development, contemplation, or relaxation. (1)

Meditation comes in many forms. Transcendental Meditation, for example, focuses on a mantra, which can be a word, phrase, or sound that is repeated with every slow breath. Zen Buddhist meditation involves sitting in special positions as you direct your awareness to your posture and breathing. A third form is mindfulness meditation where you practice being aware of the present moment by observing your thoughts, feelings, and sensations, without making judgments or allowing yourself to think about the past or worry about the future.

yogaposeOver the past 30 years meditation has been shown to help in conditions such as insomnia, chronic pain, psoriasis, high blood pressure, fibromyalgia, and some psychiatric disorders. It has been shown to alter aspects of the immune, nervous, and endocrine system. Research suggests it may be particularly useful in helping people reduce anxiety and depression associated with illness. (2)

Any condition that?s caused or worsened by stress can be alleviated through meditation, says cardiologist Herbert Benson, MD, founder of the Mind/Body Institute at Harvard Medical School?s Beth Israel Deaconess Medical Center.

?The relaxation response [from meditation] helps decrease metabolism, lowers blood pressure, and improves heart rate, breathing, and brain waves,? Benson says. Tension and tightness seep from muscles as the body receives a quiet message to relax. As a cardiologist he recommends meditation to his patients with heart disease.

Some documented results achieved from meditation are:

? Immune Booster. Meditation also helps ward off illness and infections. In one study testing immune function, flu shots were given to volunteers who had meditated for eight weeks and to people who didn?t meditate. Blood tests taken later showed the meditation group had higher levels of antibodies produced against the flu virus, according to the study in Psychosomatic Medicine.

? Hot flashes. In a study in Menopause of 110 women going through menopause, those who participated in an eight-week mindfulness-based stress reduction program coped better with their hot flashes. Though the program didn?t significantly reduce the intensity of hot flashes, the women reported improved quality of life, better sleep, and less anxiety and stress.

? Depression. In a study in the Archives of General Psychiatry of people who had been successfully treated for depression, mindfulness-based therapy was as effective as antidepressants in preventing relapses.

? Pain. Long-term practitioners of mindfulness meditation handle pain better, a study in the journal Pain found. Anticipating more pain makes current pain worse; being attentive to the present helps prevent this. Another study in the same journal found that mindfulness meditation reduced pain and increased physical function in older people with chronic low-back pain.

BoE policymaker doubts value of long-term rate commitment

LONDON (Reuters) - A senior Bank of England policymaker raised doubts on Monday about whether the bank would benefit from longer-term policy commitments of the type championed two days ago by its future governor, Mark Carney.

The intervention by David Miles, an external member of the bank's Monetary Policy Committee, adds to growing uncertainty about whether Carney's arrival from the Bank of Canada in July will lead to big changes at the British central bank.

"I don't think it would be helpful for the MPC to say: 'Here is where policy is going to be for the next several months'. If we did that there wouldn't be any point in having monthly meetings," he told the London Evening Standard newspaper.

Carney has not yet made any detailed public comments about British monetary policy, but in some general remarks on central banking on Saturday he said there was still scope to do more to help the economy.

"Within the framework of flexible inflation targeting that exists in most of the developed economies, there remains considerable flexibility which includes the use of communications," he told a conference in Davos, Switzerland.

At the Bank of Canada, Carney - who starts at the Bank of England in July - has favoured long-term commitments to keep interest rates low as an effective tool to stimulate the economy when interest rates cannot go lower.

But Miles said this would not be effective in Britain. "I think we are able in the current framework to give plenty of guidance about our thinking and how we see the economy evolving," he said.

GUIDANCE NEEDED?

Unlike the Bank of Canada, the Bank of England produces detailed policy minutes of its MPC meetings, in which readers can see the debates and disagreements that lie behind each month's interest rate decision.

The Bank of England's chief economist, Spencer Dale, and its executive director for markets, Paul Fisher, expressed reservations about a change to their approach to future policy guidance and the correct target for monetary policy in comments last month, after Carney raised the issue in a speech.

But current governor Mervyn King said last week that there may be some benefit in clarifying how rapidly the Bank of England was expected to return inflation to target during periods of economic weakness.

Any change to the BoE's remit would require approval from finance minister George Osborne, who repeatedly courted Carney to come to Britain.

In December, Osborne said he welcomed a debate on the remit, but that there would need to be a very strong case to do so.

Late on Sunday the Financial Times, reported that Osborne had told Carney in Davos that he may have accidentally raised unrealistic expectations of change.

A finance ministry spokeswoman declined to comment on the meeting between Carney and Osborne.

"The Chancellor has made clear there no plans to change the current monetary policy framework and agrees with the Governor (King) that keeping inflation under control is of vital importance," she added.

According to the FT, Osborne still wants Carney to be more active in trying to put an end to Britain's economic woes, but said there was no need to change the BoE's remit from targeting inflation to targeting nominal gross domestic product, a measure that explicitly takes growth into account.

Carney mentioned nominal GDP targeting briefly in his speech in December, but has not raised it since, and Miles said on Monday that it would only be appropriate as a temporary emergency measure.

(AP) ? Humbled a year ago when both its cars failed to make the podium, Chip Ganassi Racing returned to the Rolex 24 at Daytona determined to pick up another victory watch.

An eyebrow-raising lineup change that involved Juan Pablo Montoya showed just how serious the team was about winning, and it delivered Sunday with its fifth win in 10 appearances in the prestigious sports car race. The victory was the fifth for lead driver Scott Pruett, tying Hurley Haywood's record for wins in the twice-around-the-clock race at Daytona International Speedway.

"Having gotten to know Hurley real well over the years by racing with him and just as a friend, and to have him there at the end was pretty special," Pruett said.

The winning team of three-time defending Grand-Am drivers Pruett and Memo Rojas, along with Montoya and IndyCar driver Charlie Kimball, making his Rolex debut, beat the Max Angelelli-led VelocityWW team by almost 22 seconds.

It was Montoya who closed out the win, driving the final stint and waging a strong battle in the final hour with defending champion AJ Allmendinger. Ganassi's No. 01 BMW Riley had a clear horsepower advantage, and once Montoya got past Allmendinger, the win was his for the taking.

But the Ganassi team figured it was four laps short on fuel, and Montoya needed to build a lead of at least 40 seconds to hold off Angelelli and Allmendinger when he was forced to stop for gas. The Colombian did it by turning laps close to qualifying pace, and breezed to his third Rolex victory.

"It was a lot of pressure; I thought we have a decent lead, we're just going to go out there and ride for two and a half hours," Montoya said. "And then you realize there's a caution and another caution and another caution, and with the way the rules are and the speed the car had, it's like you didn't want to get into a ... contest with anybody. You had to be smart about when you passed them.

"We were kind of concerned about the (Shank) car, what they were going to do with fuel because they told me they could make it until the end and that we were going to have to push, and we pushed like crazy and opened up a hell of a gap. It was fun."

Montoya's other two wins were with Pruett on the No. 01 car in 2007 and 2008, but he spent the last three years driving for the No. 02 Ganassi "star car" and came away empty-handed each time. When the Ganassi cars were left off the Rolex podium last season for the first time since 2005, team management went to work on the cars and setting up a lineup that gave them two chances to win.

Montoya admitted he thought the switch was "a weird move," but owner Chip Ganassi and team manager Mike Hull insisted it wasn't a demotion for the driver who has been stuck in a lengthy slump in his full-time NASCAR job.

Ganassi said the Montoya move was Hull's call, but he also questioned it when the decision was made.

"I read that as you did, and I asked him about it, and he said it was to balance the thing out," Ganassi said. "We needed to balance it out. We also had Charlie Kimball in that car, and we wanted to give those guys every opportunity to win, as well, and we thought the 02 car was obviously very strong, and so we thought we had two good shots at it here."

The No. 02 car, driven by Indy 500 winners Dario Franchitti and Scott Dixon, Daytona 500 winner Jamie McMurray and sports car ace Joey Hand, was strong until McMurray hit the wall exiting pit road following an early morning driver change. The damage to the steering may have contributed to the mechanical failure that knocked the car out of the race with four hours remaining.

"It's hard. This is different than crashing in a regular event," McMurray said. "When it's just you, it's not the same as having three other teammates and the amount of people we've had down here for testing. It is very embarrassing, very humbling, very heartbreaking to be the guy that does that. You don't want to be that guy."

In all, Ganassi's two cars combined to lead an overwhelming majority of the 709 laps. The No. 01 team led 421 laps in a race that had 24 drivers combine for a record 77 lead changes.

But the attention was on Montoya, who is clearly under pressure to perform this year, the final year of his contract with Ganassi.

"I think you always race for your job. It's normal," Montoya shrugged.

He stepped up Saturday and Sunday as the No. 01 team had to balance out Kimball's inexperience. It was the first time racing in a car with a roof on it for Kimball, who has diabetes and uses his fight with the disease as his platform.

"Having these guys as teammates takes a heck of a lot off my shoulders because I knew that I could settle in, and as long as I was smart and didn't make too many big mistakes and kept us in the race, they'd put us in a position to win at the end," said Kimball, who had one turn in the car for two late-night stints.

The Chevrolet team of Angelelli, defending IndyCar champion Ryan Hunter-Reay and Jordan Taylor finished second for team owner Wayne Taylor ? redemption after an engine failure 22 minutes in last year's event ended the team's day. But Angelelli was bothered by engine restrictions to their Chevy that gave the Ganassi BMW's a clear power advantage.

"We have something restricted, OK? Just like driving with handcuffs; you can't do it, can't drive," he said. "Montoya and the 01 car is another league, is an A class. We are B class."

Defending race winner Michael Shank Racing twice came back from seven laps down to finish third in a Ford. It was a disappointing finish for team owner Shank, but a moral victory considering the hole the team clawed out of to make it to the podium.

Allmendinger, racing at Daytona for the first time since NASCAR suspended him for failing a random drug test hours before the July race here, teamed with fellow NASCAR driver Marcos Ambrose, IndyCar driver Justin Wilson and Grand-Am regulars John Pew and Ozz Negri for the finish.

Ambrose was added to last year's winning lineup after Negri broke his leg a month ago during offseason training, but Negri was able to return to the car this weekend for limited driving duties a mere six days after his cast was removed.

"We were saying that on the way over, John and I, how if you'd have told us after the first hour we could have a chance of finishing third, we would have been over the moon," Wilson said. "As we were on the podium, we were thinking, well, there's nothing quite like being first, but we just have to be grateful for the chance we had."

Audi Sport Customer Racing won the GT class in an Audi R8 with drivers Filipe Albuquergue, Oliver Jarvis, Edoardo Mortara and Dion von Moltke.

Lawmaker wants to regulate practice of environmental engineering ...

MANILA, Jan. 28 (PNA) ? House Deputy Speaker and Zamboanga City Rep. Ma. Isabelle Climaco has filed a bill seeking to regulate the practice of environmental engineering to address the growing ecological problems in the country.

?To address this growing environmental problem, Philippine environmental laws must be strictly complied with and this will require the expertise of environmental engineers,? said Climaco, author of House Bill 6794.

Climaco said without environmental engineering, there will be a discharge of untreated wastewater in the different bodies of water which can cause water pollution. These water resources would be unsafe and polluted with emissions from smokestacks which cause air pollution and health problems, solid waste management problems and other environmental hazards.

The bill defines environmental engineering as the application of science and engineering principles to protect and improve the environment, including but not limited to air, water and land resources, to provide safe water, air and land for human habitation and for other organisms and to remediate polluted sites.

?Environmental engineering promotes the discharge of treated effluent from wastewater treatment facilities into receiving bodies of water, provide for air pollution control facilities, and proper waste management and disposal as well as design solutions for other environmental problems particularly those concerned with local and global environmental issues such as the effects of acid rain, ozone depletion, water pollution and air pollution from automobile exhausts and industrial sources,? Climaco said.

She said environmental engineers are responsible for planning, designing, supervising, modifying or improving waste collection, treatment and disposal facilities, water supply, source evaluation, conveyance, treatment and distribution systems, solid waste, toxic, hazardous and radioactive wastes collection, treatment and disposal systems.

?They are also responsible for supervising the operation of environmental engineering facilities or programs such as solid, toxic, hazardous and/or radioactive treatment facilities, wastewater treatment plants, air pollution control facilities and water works,? Climaco said.

Under the measure to be known as the ?Environmental Engineering Law of the Philippines,? the environmental engineering board shall be created and composed of three members who shall be appointed by the President of the Philippines, upon the recommendation of the Society of Environmental Engineers of the Philippines (SEEP).

The Board has the power to issue certificates of registration for the practice of environmental engineering and suspend or revoke the same.

No person shall practice or offer to practice environmental engineering in the country without having obtained the proper certificate of registration from the Board.

Foreign environmental engineers or experts called in by the Philippine Government for consultation for specific environmental engineering services shall be exempted from registration provided, they do not engage in private practice at their own account as environmental engineers.

The bill imposes a jail term of not more than five years and a fine of not more than P50,000, or both at the discretion of the court on any person who shall commit to engage in the practice of environmental engineering without having been registered or who shall give any false or forged evidence of any kind, impersonating any registered environmental engineer.(PNA)

Death penalty for 21 for Egypt soccer violence

CAIRO (AP) ? An Egyptian court sentenced 21 people to death on charges related to one of the world's deadliest incidents of soccer violence, which killed 74 mostly teenage fans of Egypt's most popular sports club last year.

The verdict comes after a day of clashes between security forces and protesters opposed to Egypt's Islamist President Mohammed Morsi that left seven dead.

Fans of al-Ahly, whose stands were attacked by rival club Al-Masry in the Feb. 1 incident in the Mediterranean city of Port Said, had promised more violence if the accused did not receive death sentences.

Families of the victims shouted "Allahu Akbar!," or God is great, after the judge read out his verdict. One man fainted, while others wailed and cried in disbelief as they carried pictures of the young men killed in the soccer riot.

Judge Sobhi Abdel-Maguid said in his statement read live on state TV that he would announce the verdict for the remaining 52 defendants on March 9.

Among those on trial are nine security officials.

Many Ultras, or die-hard soccer fans, have taken a leading role in protests over the past two years. Both Al-Ahly Ultras and Al-Masry Ultras widely believe that ex-members of the ousted regime of Hosni Mubarak helped instigate the attack, and that the police at the very least were responsible for gross negligence.

It is not clear what kind of evidence, if any, was presented to the court to back up claims that the attack had been orchestrated by regime officials.

As is customary in Egypt, the death sentences will be sent to the nation's top religious authority, the Grand Mufti, for approval, though the court has final say on the matter.

All of the defendants ? who were not present in the courtroom Saturday for security reasons ? have the right to appeal the verdict.

The melee was the world's deadliest soccer violence in 15 years.

In the days leading up to the verdict, Al-Ahly fans warned of bloodshed and "retribution" if death sentences were not handed down. Hundreds of Al-Ahly fans gathered outside the Cairo sports club in anticipation of the verdict, chanting against the police and the government.

"The police are thugs!" yelled relatives of the deceased inside the courtroom before the judge took the bench.

The violence began after the Port Said home team won the Feb. 1 match, 3-1. Al-Masry fans stormed the pitch after the game ended, attacking Cairo's Al-Ahly fans.

Authorities shut off the stadium lights, plunging it into darkness. In the exit corridor, the fleeing crowd pressed against a chained gate until it broke open. Many were crushed under the crowd of people trying to flee.

Survivors of the riot described a nightmarish scene in the stadium. Police stood by doing nothing, they said, as fans of Al-Masry attacked supporters of the top Cairo club stabbing them and throwing them off bleachers.

Al-Ahly survivors said supporters of Al-Masry carved the words "Port Said" into their bodies and undressed them while beating them with iron bars.

While there has long been bad blood between the two rival teams, many blamed police for failing to perform usual searches for weapons at the stadium.

The soccer fans, known as Ultras, are among Egypt's rowdiest and are proud of their hatred for the police, who were the backbone of Mubarak's authoritarian rule. The Ultras then directed their chants against the military rulers who took over after Mubarak's ouster in 2011 until Morsi came to power in elections last June.

The Ultras from Egypt's sports clubs were engaged in deadly clashes with police near the Interior Ministry headquarters in Cairo that killed 42 people less than three months before the soccer melee in Port Said.
